Criteria for Reclassification of English Learners:
Reclassification is the process whereby a student is reclassified from an ‘English Learner’ to ‘Reclassified Fluent English Proficient’ (RFEP). Reclassification procedures shall utilize multiple criteria in determining whether to reclassify a pupil as proficient in English, including, but not limited to, all of the following:
Students with disabilities, including severe cognitive disabilities, are to be provided the same opportunities to be reclassified as students without disabilities. In accordance with federal and state laws, the Individual Education Plan (IEP) team may address the individual needs of each English learner with a disability, using multiple criteria in concert with the four reclassification criteria in EC 313(f). These four criteria are the minimum required components that school districts must include in their local reclassification policy. Other criteria may be used to supplement the four required criteria to ensure that the most appropriate decision is made for each student.
