What is a SELPA?
The Special Education Local Plan Area, or SELPA, supports the planning, coordination, and delivery of special education services in California. SELPAs help ensure that students with disabilities receive appropriate services and that local educational agencies meet state and federal special education requirements.
SELPAs work in partnership with the California Department of Education, local educational agencies, families, educators, and community partners to support equitable access, compliance, and inclusive opportunities for students with disabilities.
Stockton City Unified SELPA Mission Statement
The mission of the Stockton City Unified SELPA is to be capacity builders, facilitators, and connectors for students, families, and member districts within one statewide, coherent system of support in which all students are provided inclusive opportunities for continuous improvement, especially those students who are furthest from success.

Local Plan Area
The Local Plan describes the governance structure, funding allocation, service delivery model, and accountability systems for special education within Stockton City Unified.
The plan is reviewed and updated to reflect changes in law, regulations, and community needs.
